Line producing in China needs fluency across three layered ledgers. The CFCC co-production permit certification workflow that NRTA reviews on a four to twelve week window before camera, the regional rebate and incentive layer where Qingdao's 40% production rebate sits alongside Hengdian and Hainan tropical incentives, and the cross-border financial architecture that runs through SAFE foreign exchange controls and 17% VAT (the IGV-equivalent) in CNY (yuan).

Here is how this works in practice. Our Beijing and Shanghai line producers come out of the major studio production offices at China Film Group, Huayi Brothers, Bona Film Group, Wanda Pictures, Alibaba Pictures, Tencent Pictures and iQIYI Pictures, and they have structured budgets against the bilateral co-production treaties China holds with Canada, France, Australia, the UK, South Korea, Italy, Spain, India, Denmark and a growing list of extra partners that bypass the foreign-film import quota and unlock theatrical access to the domestic market.

The picture on the ground is more specific. Department-head hiring, crew deal negotiations and payroll oversight run through CCPIA collective frameworks with mandatory 社保 social insurance and 工伤保险 Work Injury Insurance contributions, with the running daily cost report and weekly hot-costs review held in both CNY and the production company's home currency.

Operationally the line producer holds the budget from prep through wrap and into delivery. A few details matter here. They manage NRTA content-review touchpoints from script submission through final master, coordinate Cultural Relics Bureau heritage permits at Forbidden City, Great Wall sections, Pingyao, Hongcun, Mogao Caves and Terracotta Army filming windows, route CAAC drone permits, and process Z-visa applications through the National Immigration Administration with the two to three month lead time the Notification Letter needs.
